In 1993 the United Nations Security Council passed resolution 827 instituting the International Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague, Netherlands. This tribunal was established to prosecute war crimes, crimes against humanity and acts of genocide that were being committed in Bosnia.

This was the first war crime tribunal since Nuremberg and the first to be established while a war was still occurring. The tribunal would address the reports of massacre, rape and torture, the extreme violence in cities and the massive suffering of thousands while giving the victims of these crimes an opportunity to tell their stories.
